Cowan Group Engineering assisted and worked with the City of Perkins staff in the study and hydraulic analysis of the entire water system. The system included 29.6 miles of waterlines, two (2) standpipes, one (1) elevated storage tank, three (3) water wells, and one booster station. The waterlines and infrastructure were drawn in Geographical Information Systems software, ArcGIS, using historical information from staff and maps. The model was provided through Innovyze which is a GIS based water modeling software. With that information Cowan Group Engineering and the City presented a report to the Board of Commissioners with many recommended improvements. One of the recommendations for improvements was a 250,000-gallon elevated storage tank at a high-water elevation of 141 feet. The City was given three alternatives for the type of tank and chose a spheroidal type elevated storage tank. Cowan Group Engineering provided plans, specifications, bidding and construction administration. The City, Cowan Group, and the contractor also worked together to provide a unique label for the Tower which tied in the local University in Stillwater with the Town's history. The label read City of Perkins, Home of Frank Eaton 'Pistol Pete.'
